GROBOGAN, April 20, 2026 – The Faculty of Social and Political Sciences (FISIP), Diponegoro University (UNDIP), has officially expanded its cooperation with the Grobogan Regency Government. The main focus of this Cooperation Agreement (PKS) is the transformation of apparatus human resources (HR) through postgraduate education, a crucial pillar in strengthening regional governance.
This collaboration is systematically designed to meet the demands of future bureaucracy that requires analytical skills and science-based strategic leadership.
HR Development Focus: Postgraduate Opportunities for Bureaucrats
Through the Department of Public Administration, this collaboration provides a red carpet for bureaucrats within the Grobogan Regency Government to enhance their academic qualifications:

Master’s Program (S2) in Public Administration: Designed to equip mid-level officials with in-depth policy analysis skills and modern public management. This program serves as a platform for bureaucrats to dissect operational government challenges and formulate data-based solutions (evidence-based policy).

Doctoral Program (S3) in Public Administration: Provides opportunities for strategic officials to reach the peak of academic qualification. The focus of this doctoral program is to create “scientist-bureaucrats” capable of generating original governance innovations, conducting advanced research, and formulating macro policies with broad impact on the development of Grobogan Regency.
Integration of the Tri Dharma of Higher Education into Regional Development
This cooperation does not stop at formal education but is integrated into the Tri Dharma (Three Pillars) of Higher Education scheme, including:

Education: Facilitating a curriculum relevant to the dynamics of regional governance, so that the final projects of S2 and S3 students (theses and dissertations) can directly target problem-solving in their respective institutions.

Research: Encouraging collaborative research between lecturers and bureaucrats (students) to map regional potential and evaluate the effectiveness of development programs objectively.

Community Service: Direct implementation of postgraduate study results into more responsive community empowerment and public service programs.
Institutional Support
The Dean of FISIP UNDIP, Dr. Drs. Teguh Yuwono, M.Pol.Admin, stated that the presence of bureaucrats at the S2 and S3 levels will create a unique synergy between academic theory and field practice. “We want to ensure that officials in Grobogan have the widest possible access to upgrade their intellectual capacity, so that regional policies are born from theoretically mature and practically sound thinking,” he emphasized.
